"Garage"

How does this feature work? Are users allowed to make a page in the "garage"? If so, how do I go about doing so? Also, If users cannot make a garage page, I believe you should!

Each year around December we will have a contest where members post pictures of their cars and everyone votes on their 12 favorites. The 12 cars with the most votes are displayed on our calendar on the front page and get a garage. Currently the feature is only given to the contest winners but you're right.. It would be nice if everyone could have one so I'll look into improving that script a little so that it isn't such a resource hog and see about getting that done.
