I would like to submit a time slip for the quickest cars list. Is there one person I need to do this to?

If you visit the Timeslip Database, there's a link at the bottom that will allow you to submit or update your timeslip.

An alternate way, is to go to your User CP, and click Edit Vehicle Profile.
