i need to know how to hook up a feed line and the oil drain on my 85 monte carlo for my turbocharger thats under my car

Get an oil pan, drill a hole in it, weld a threaded bung into it for one line, do the same for another if you need two. Make sure it don't leak none and run steel lines to your turbo.

You may also want to install an oil cooler too. Turbos use the oil to cool down too and if that hot oil is running through your engine, it's not gonna work so well.

do the holes have to be on the top or the bottom of the oil pan or i dont matter

Depends. They can be in the side but the pickup tube should be as low as you can safely get it so it picks up the oil, the return tube should be higher up.

Put the oil line up high. The turbo tends to froth up the oil, and if the drain is below the oil level the oil return line can fill up with foamy oil. On my slant six, I actually put the return line in the block itself, below the water jacket. That isn't an option on a V-type engine unless your turbo is so high you can drain the oil into the lifter valley.

For the feed line, I put a tee into the oil pressure sending unit thread.
