Well, yes and no......
Yes as the crank, rods, pistons are the same, and no as in LT1 has reverse flow cooling, coolant is pumped first into the heads then into the water jackets in the block. A standard block like the TPI flows coolant into the block first then the heads. The LT1 heads will physicaly bolt on the TPI block but the coolant isnt gonna flow.
You could however use the LT1 intake on the TPI engine for some higher RPM gains, the power wont die off at 4500 like it does in a TPI, but will give you another 1000 more RPM of useable power band. Basicaly a flatter torque curve.
It does take a bit of work though.

TPIS also sells some stuff to replace the stock TPI set up.

I bet you could score an LT1 manifold for less than $100 if you look around, the miniram, although very nice, is somthing like $300-$400 a pop
