Replacing the instrument panel.

It may not be worth the effort, but the Tacoma I bought is a 5 speed and it didn't come with a Tach. I don't want a tach mounted on top of the dash, or a guage cluster on the A-Pillar. What I want to know, is how much will it cost me, both time and money, to replace the instrument panel with one that includes a tach? maybe I could pull one from a junk yard? What do you guys think?

Depends if your truck has the cable/wire for the tach already installed. If not, you will have to change wiring harnesses or just add a wire to the new gauge for the tach.
The only way you'll know is to get the new cluster and see (once youve removed the original cluster) if there is a connection for the tach.
