This is stright out of a GM service manual:
Raise and support the vehicle. Refer to Lifting and Jacking the Vehicle in General Information.
Open the access door in the front bumper air deflector.
Disconnect the electrical connector from the park and turn signal lamp.
Remove the park and turn signal lamp nuts.
Remove the park and turn signal lamp (2) from the fascia.
Installation Procedure
Install the park and turn signal lamp (2) to the fascia.
Notice
Use the correct fastener in the correct location. Replacement fasteners must be the correct part number for that application. Fasteners requiring replacement or fasteners requiring the use of thread locking compound or sealant are identified in the service procedure. Do not use paints, lubricants, or corrosion inhibitors on fasteners or fastener joint surfaces unless specified. These coatings affect fastener torque and joint clamping force and may damage the fastener. Use the correct tightening sequence and specifications when installing fasteners in order to avoid damage to parts and systems.
Install the park and turn signal lamp bolts. Tighten
Tighten the park and turn signal lamp nuts to 4 N·m (35 lb in).
Connect the electrical connector to the park and turn signal lamp.
Close the access door in the front bumper air deflector.
Lower the vehicle.

Or just reach down from the top underneath the headlight. Disconnect the connector, pull it out, put in the new bulb, and replace.

Just pull the headlight assembly out and it will be right there. It can be done in less then 10 minutes that way.
