I'm sure with modern composites, they could have found a way to make the pods with very little weight penalty. The car is more aerodynamic with the lights down, but hey, they're generally only up at night and you can't or shouldn't be testing the aerodynamics at top speed then anyway.
Now you got the real reason, "they cost less", GM is famous for letting accountants make decisions that engineers should. The struggle continues, a three way push between the styling department, the engineering department, and the accounting department. Sadly, the accounting department seems to have an extra vote all the time.
Why take the Vette, an American icon that has set it's own style with retractable headlights for frigging-ever, and make it look like a whimpy knock-off from a Viper or Miata. Hey, loooook at those headlights! Ha ha ha. They blew it on that one.
