What does Stage 1, Stage II, and Stage III mean when referring to heads for LS1?

That depends on what brand of heads.Most stage 1 heads are a mild upgrade.Stage 2 heads will be fully ported with good springs,retainers and valves.The stage 3 heads are for bigger cid engines.
